effect 1: you can achieve this by going onto premier pro .
click on video effects on the bottom left panel on the screen.
then click on replicate.
on the control panel click the effect controls tab go down to the effect and replicate as much as you want. the purpose of this effect on a video would be if you wanted to show the perspective of a fly for example.

effect 2: same procces. but when you go to video effects you would choose "roughen edges" instead.
go to the control panel and click on effect controls. after that you play around with the options under the effect "roughen edges".
the purpose of this effect would be simple, if you wanted the viewer to imagine that part of the video a dream or if you want to make it look like your clip is "on tv"
